Board of Directors

Structure

Seven-member Board.

How Elected/Appointed/Established

Chairman (past president); president (past president-elect); president-elect; vice president and the secretary-treasurer are elected annually by national ballot.

The delegates seated in the second meeting of the House annually elect the speaker and vice speaker.

Reports to

Members.

Responsibility

The Board shall be vested with the responsibility of the management of the business of the corporation in concert with its strategic plan (bylaws, Article VII, Section 2A)

Function

Appoints the Committee on nominations and it shall consist of six (6) members and a chairman appointed by the Board of Directors at the ASRT midyear Board meeting. (Article V, Section 1B)

Appoint committees, external organization representatives, task forces and work groups as deemed necessary. (Article VII, Section 2B)

Act on resolutions received from the commission concerning matters of organizational operations and report their status to the House of Delegates. (Article VII, Section 2C)

A vacancy in any Board of Directors’ committee shall be filled by an appointment of the Board of Directors. (Article VIII, Section 2A)

Resolutions adopted by the House of Delegates shall remain in force until rescinded or amended by a two-thirds (2/3) vote of the delegates voting or temporarily suspended by the Board of Directors if found to be contrary to federal, state or local laws, ASRT Bylaws, or to be financially infeasible.(Article VI, Section 1A)

An affiliate, chapter or military delegate may be censured, reprimanded or removed from the position for dereliction of duty or conduct detrimental to the ASRT. Such action may be initiated when the Board of Directors receives formal and specific charges against the delegate. Censure, Reprimand (Article VI, Section 5)

Affiliates

Structure

Affiliates are the recognized, organized state, city or U.S. territorial possession organizations as of January 1, 2001. The ASRT has granted one (1) affiliate charter for each state, the District of Columbia, the city of Philadelphia and each U.S. territorial possession. Annually, on the first business day of January, each affiliate shall meet the requirements and renew their charter with the ASRT.

How Elected/Appointed/Established

Affiliates are those established by January 1, 2001. (Article III, Section 5)

An affiliate agreement may be terminated by the House of Delegates or by a majority vote of the members of the affiliate. (Article III, Section 5)

Board of Directors, House of Delegates and the Affiliate members. (Article III, Section 5)

Responsibility

Annually, on the first business day of January, each affiliate shall meet the requirements, renew their charter with the ASRT and demonstrate the following: 1.) Affiliate bylaws shall be in agreement with the ASRT bylaws. 2.) Affiliate officers shall be ASRT members. 3.) An affiliate must be incorporated. (Article III, section 5B)

Affiliates must submit to the ASRT the names of the affiliate delegates and alternate affiliate delegate by the first business day of April or affiliate delegate positions will remain open until after the Annual Conference. (Article VI, Section 2A, 3)

In the event the speaker or vice speaker is an affiliate delegate the affiliate may seat an elected or appointed alternate affiliate delegate. (Article VI, Section 8D, 1)

The power to remove affiliate delegates shall remain vested in the affiliate. (Bylaws: Article VI, Section 2, A., 11)

Function

Affiliates are an integral component of the ASRT governance structure whose members work at the grass-roots level to further the ASRT vision, mission and strategic plan. Affiliates provide a local forum for issues and education.

Affiliates serve as a resource for ASRT regarding professional and workplace issues.

Affiliates disseminate information concerning issues of importance to the ASRT Board and to all members.

Component

House of Delegates

Structure

Four delegates from each chapter and two delegates from each affiliate, and two delegates from each branch of the military. Of the 166 delegates, 52 are chapter delegates and 108 are affiliate delegates and 6 military delegates. (bylaws: Article VI, Section 2, 1)

How Elected/Appointed/Established

Procedure follows below for each type of delegate.

There will be no on-site credentialing of delegates.

Board of Directors and membership. (Article VI, Section 5.)

Responsibility

The House of Delegates shall be the legislative body of the ASRT. The House of Delegates establishes professional and standards of practice. (Article VI)

The House of Delegates shall meet at least once each year at the Annual Conference of the ASRT.

Special meetings of the ASRT may be called at such time and place as designated by the Board of Directors, or by written request of sixty-five (65) delegates. A majority of the Board of Directors shall constitute sufficient authority to call a special meeting. Members of the House of Delegates shall be notified thirty (30) days in advance of such meetings, with a statement of the business to be transacted. No business other than that specified shall be transacted.

The House of Delegates shall present proposals and recommendations to the Board of Directors. The Board of Directors shall then report to the House regarding such proposals and recommendations at the next Annual Conference. (Article VI. Sec. 1, F.)

It is the responsibility of the delegate to notify the ASRT, the Speaker of the House, and their alternate delegate of their inability to attend the conference as soon as possible. (Bylaws: Article VI, Section 3)

Function

The house meets annually to debate and vote on resolutions forwarded by the Commission.

To establish professional standards of practice, adopt, rescind, amend or suspend resolutions. (Article VI)

Resolutions adopted by the House of Delegates shall remain in force until rescinded or amended by a two-thirds (2/3) vote of the delegates voting or temporarily suspended by the Board of Directors if found to be contrary to federal, state or local laws, ASRT Bylaws, or to be financially infeasible. (Bylaws: Article VI, Section 1., A.)

Unless specified by the bylaws, a majority of the delegates voting shall decide issues. (Bylaws: Article VI, Section 1, C.)

Members may attend the meeting of the House of Delegates but only credentialed delegates shall vote. There shall be no proxy vote.

Affiliate Delegates

Structure

108 Affiliate delegates, 2 from each established affiliate.

How Elected/Appointed/Established

Two delegates and one alternate delegate shall be elected or appointed by each recognized ASRT affiliate.

A delegate may be appointed or elected in accordance with affiliate procedures.

Affiliates must submit to ASRT the names of the affiliate delegate and alternate affiliate delegate by the first business day of April or affiliate delegate positions will remain open until after the Annual Conference.

A delegate must show proof of continuing education.

A delegate must be a voting member of the ASRT and of an affiliate they represent for two (2) years immediately preceding nomination.

A delegate must have the time and availability for necessary travel to represent the ASRT.

A delegate shall attend the ASRT Annual Conference and all meetings required of delegates. (bylaws: (Article VI, Section 2A)

A delegate shall have served as an officer, or on the Board of Directors or as a committee member in the affiliate being represented.

A delegate must practice in the radiologic science profession or health care.

A delegate may serve concurrently on the board of any national radiologic science certification or national accreditation agency.

Component

Chapter Delegates

Structure

Each chapter shall be represented by four (4) chapter delegates and two (2) alternate delegates. Chapter delegate terms will be staggered. (bylaws section VI, Section 2, B)

How Elected/Appointed/Established

Delegates shall be elected by a plurality vote of the voting members of the ASRT.

Two (2) delegates and two (2) alternates will be elected annually.

Alternate delegate shall serve a one- (1- ) year term. The term shall begin at the close of the Annual Conference in the year the delegate is elected.

Chapter delegates shall be limited to two (2), two- (2- ) year consecutive terms.

A delegate can only be elected to represent a chapter of which they are a member for the two (2) years immediately preceding nomination.

The chapter delegate nominees receiving the third and fourth highest number of votes on the national ballot are the elected alternate chapter delegates.

If an alternate is not elected, this position remains open until the next regular chapter election.

An absence exists when an elected/appointed delegate is unable to fulfill the duties of the position during the Annual Conference. The delegate shall be considered absent for the purpose of that meeting only. It is the responsibility of the delegate to notify the ASRT, the Speaker of the House, and their alternate delegate of their inability to attend the conference as soon as possible. The alternate delegate will be seated for that conference only. Any delegate position or alternate delegate position not filled by the election process remains open. There will be no on-site credentialing of delegates.

A delegate must be a voting member of the ASRT and a member of an affiliate for two (2) years immediately preceding nomination.

A delegate must have served as an officer or a committee member in the ASRT, or an officer, on the Board of Directors or as a committee member in an affiliate.

In chapters where certification and/or post primary examination exists, the delegate must show proof of credential and documentation of practice in the discipline or specialty being represented.

In chapters that require no certification, the delegate must show documentation of practice in the discipline or specialty being represented.

A delegate who meets eligibility requirements at the time of nomination shall be permitted to complete the term, even though the employment status changes.

Component

Military Delegates

Structure

Each branch of the Military shall be represented by two (2) delegates and one (1) alternate delegate. Military delegate terms will be staggered. (Bylaws, VI, section 2, D1)

How Elected/Appointed/Established

Military delegates shall be elected for a term of two (2) years. Delegates shall be elected by a plurality vote of the voting members of the ASRT.

A Military delegate must be on active duty in the US Army, US Navy or US Air Force.

There will be one (1) military delegate and one (1) alternate elected from each branch of the service, US Army, US Navy, and US Air Force, annually.

Military delegate nominee for each branch receiving the second highest number of votes on the national ballot is the elected alternate military delegate for that branch.

Alternate military delegates shall serve a one- (1-) year term.

If an alternate is not elected, this position remains open until the next regular election.

A delegate shall be limited to two (2), two- (2- ) year consecutive terms, unless no other qualified candidates are nominated. If a branch of service fails to elect and seat a delegate, that branch goes into probationary status.

Chapter and military delegate positions not filled by the national election process, remain open until the next regular election. No special or additional elections will be held for chapter delegates, military delegates or alternates.

Delegate vacancies caused by the written resignation of a delegate will be filled by the elected/appointed alternate delegate.

If an elected alternate delegate does not exist for the vacated delegate seat, the delegate position remains vacant until the next regular election.

The elected alternate delegate will fill that position. A new qualified alternate delegate may be appointed by the chapter or military branch within sixty (60) days following the Annual Conference.

A military delegate must show proof of continuing education.

A delegate must practice in the radiologic science profession or health care.

A military delegate who meets eligibility requirements at the time of nomination shall be permitted to complete the term in the event of retirement.

Component

Commission

Structure

Chairman and six members.

Commissioners may serve three consecutive, one-year terms

Chairman must have served on the previous commission and is appointed by the speaker.

Commissioners must be a member of ASRT five years prior to appointment.

Commissioners must be a voting member of an affiliate or the Military, three years prior to appointment.

Commissioners must practice in the radiologic science profession, not just health care.

Commissioners are required to attend Commission meeting and the Annual Conference.

How Elected/Appointed/Established

Appointed by the Speaker of the House.

Reports to

Board of Directors and House of Delegates

Responsibility

The Commission shall receive and assign resolutions and report he disposition of all the resolutions received at the House of Delegates. (Article 9, Section 1, A-C.)

Function

The Commission reviews resolutions.

The commission sends organizational resolutions to the Board and professional practice resolutions to the House.

The Commission may recommend adoption of submitted resolutions or offer substitute resolutions.

Resolutions received by the Commission will be reported out in the resolution hearing with rationale to their assignment. Resolutions sent to the board for action will be reported in the board report that is included in the delegate handbook.

The Commission chairman will conduct the resolutions hearing at the Annual conference, following the first session of the house.

The Commission collects and reviews data and renders an opinion to delegates and members at a resolution hearing during the Annual Conference

 

Component

Committee on Nominations

Structure

Shall consist of six (6) members and a chairman.

Serve one year with the possibility of a one-year reappointment

How Elected/Appointed/Established

Appointed by the Board of Directors at the ASRT Mid year Board meeting based on recommendations from affiliates, chapters, military, members and Board.

Responsibility

Shall be the sole responsibility and authority of the Committee on Nominations to prepare the ballot and present all the qualified candidates. (Article 5, Section 1C)

Function

Solicit qualified candidates.

Screen nominees to ensure they meet all qualifications.

Rectify any qualification discrepancies.

Prepare the ballot and present all qualified candidates by designated deadline.
